When a project manager wants to add people to their project, they somehow don't see the whole list of Unfuddle users, but only a partial list.
I cannot find a pattern/reason behind why we would see some and not others, there are simply too many names in my organisation's Unfuddle.

Because of this,
project managers have been creating new accounts for users who were effectively already in the system, forcing them to choose/vary username and not really knowing why a username was already taken.

As a result, Comic Relief now has about half of its Unfuddle users as duplicates. Please solve

ADDENDUM: i believe now that PMs can only see the list of people who are in projects the PM has also been invited to.
